The head of officiating for the ITF admits that the chair umpires do not enforce time violation rules consistently enough. The ITF allows 20 seconds in between points, while the ATP allows 25 seconds. Roger Federer says the rule could be enforced more stringently, while Rafael Nadal says umpires should be flexible based on match conditions.

"The reason why this has become an issue is because two or three top players are slower than other players," Enric Molina Mur, head of officiating for the ITF, told USA Today. "I'd be lying if I said in every match it is being enforced properly."

Americans Andy Roddick, Michael Russell and Robby Ginepri also told the newspaper that they would be in favor of a shot clock. "I think that would be a good idea," Ginepri said. "You have the radar gun there. Why not have it right above that?"
