Barty, who withdrew with a right foot injury, is coming off reaching the semifinals of her home Grand Slam at the Australian Open, and had won the WTA event at Adelaide the week before that.
Svitolina had a third-round exit at the Australian Open to eventual finalist Garbine Muguruza.
Simona Halep is the top seed in Dubai following Barty's withdrawal, while Belinda Bencic is the defending champion.
